You could do something drastic, Chopping the member off. It would probably serve to make the dragon hate you even more, but it would be a good way to enforce your dominance and eventually make it submit completely.
On the other hand you could tie its dick up with some of the extra roots, making a makeshift cock cage.
Or you could just let it go and ignore it.
