You have Boltie send a bolt deep down into the water. Hopefully this will bring something to the sufface. SHe does it in a few defferent areas. WeEventually, a squirtle swims to the surface, annoyed and hurt. it robably didn't fgegt hit directly, but water conducts electricity.
