In a Nutshell
Complete Resources Uploader Team is users who oversee and manage the resources contained on the Complete Resources section. Though there were more users before all have fallen leaving only Darkfox and Warxe_Phoenixblade who was recruited by before mentioned geezer.
Order to be Upheld?
Complete Resources is usually subject to either stolen sprites, generated resources, RTP recolors, and the dreaded MSPaint scribbles. It is the job of these users to filter those out and make sure that each submission is in it's proper category.
Why can't I submit JPEGs?
JPEGs or JPGs are a bad image format and is impossible to convert to with MSPaint without image distortion. Too many were submitting things this way so this format was blocked. The PNG format is much more acceptable anyways as there is no distortion and they are properly compressed.
