白皮书指出，这条道路最鲜明的特征是科学发展、自主发展、开放发展、和平发展、合作发展、共同发展。

这份13000多字的白皮书，分为“中国和平发展道路的开辟”、“中国和平发展的总体目标”、“中国和平发展的对外方针政策”、“中国和平发展是历史的必然选择”、“中国和平发展的世界意义”五章，详细回答了“中国选择了一条什么样的发展道路，中国的发展对世界意味着什么？”这一世界集中关注的问题。

白皮书强调，中国人民坚持自己选择的社会制度和发展道路，不允许外部势力干涉中国内政,。坚持在和平共处五项原则基础上,，同所有国家发展友好合作，不同任何国家和国家集团结盟，不以社会制度和意识形态异同决定国家关系的亲疏。尊重各国人民自主选择社会制度和发展道路的权利，不干涉别国内部事务，反对以大欺小、以强凌弱，反对霸权主义和强权政治。坚持通过求同存异、对话协商解决矛盾分歧，不把自己的意志强加于人。

Small kits are now available – similar to pregnancy tests – that can determine whether a person is infected with HIV, the AIDS virus.  But the tests can give a false positive reading if used incorrectly,, possibly dealing an emotional or psychological blow.  University of Michigan researchers say they may have solved that problem with a way to test the test.

The quick HIV tests call for a drop of blood to be placed in a tiny bowl or well,, where it mixes with chemicals. It verifies the results almost immediately.

The University Of Michigan professor says it's unclear when the device will be on the market,, but he sees uses for it in developing countries – possibly placed in pharmacies or small clinics. He currently estimates the initial cost would be about $200.

Spain's Interior Ministry said three other suspected members were arrested in a separate location along with one of their companions. The arrests were made by French police and the Spanish Civil Guards.

If confirmed,, the arrest of ETA's military chief is the latest in a series setbacks for the separatist group, which has waged a bloody campaign for an independent Basque state in parts of northern Spain and southwestern France. ETA is blamed for the deaths of more than 800 people during the past four decades,, with most of the assassinations taking place in Spain.

French ETA expert Christian Aguerre says the arrests underscore the group's increasing weakness. French and Spanish authorities have arrested five other ETA leaders during the past two years.

Aguerre said that in the 1980s and 1990s,, authorities arrested key ETA members every few years. Today,, it is happening every few months. The replacements are increasingly young and inexperienced.

Aguerre believes ETA will eventually be eradicated,, but it is impossible to say when. He doubts it will take place this year or even in a few years from now.

In India,, trials have begun to select a fighter aircraft for the country's air force. Six aircraft manufacturers are in the race to win what will be one of the world's biggest defense contracts worth billions of dollars.

This marked the start of trials of six combat jets short listed by India, which plans to buy 126 new aircraft to modernize its air force.  

Another U.S. based company,, Lockheed Martin will be next in line to put its F 16 aircraft through tactical maneuvers. Others competing for the lucrative contract are Russia's MiG 35, France's Rafale,, Sweden's Gripen and the Eurofighter Typhoon.

The contract will be worth approximately $12 billion - one of the largest defense contracts to be handed out in the world.  

An air force spokesman, P.R. Singha,, says the trials will be conducted in different stages over one year. Besides Bangalore,, “There’s not much scope for restricting that trade. The financial restrictions would be quite onerous,”, the jets will be tested in different climate zones - in the desert state of Rajasthan and in the Himalayan mountains. "As far as the field trials,, the calendar is there,it is one after the other, the six aircraft, and in three places,, Bangalore,, Jaisalmer and Leh," explained Singha. "We have the desert sector,, the high temperature, the high altitude, the cold temperature. These three [trials] will take place in India, and the remaining, whatever is left will take place in the place of origin of the aircraft."

The trials began after Indian pilots were trained in the use of the combat jets.

India plans to buy 18 aircraft initially. The rest will be manufactured in India under an agreement which will include transfer of technology to India.

The United States hopes that its blossoming relationship with New Delhi will help one of its two companies win the contract.

Rahul Bedi at Jane's Defense Weekly says it is very difficult to say at this stage which aircraft has the edge.

"It is very much an open race,," Bedi said. "Most of the six competitors are broadly equal as far as their capabilities of the basic platforms are concerned. But the price as well as political considerations will ultimately decide the final winner."

U.S. companies are relatively new to the Indian defense market. The Indian military is mostly equipped with hardware from the former Soviet Union, “There’s not much scope for restricting that trade.
