Burmese democracy leader Aung San Suu Kyi has been sentenced to 18 more months of house arrest. The sentence drew condemnation from foreign governments and human rights groups.

The court sentenced Aung San Suu Kyi to three years in prison. But in a move that demonstrated the supremacy of the ruling military, the home minister shortly announced that the country's top general,, Than Shwe,, had ordered the sentence commuted to one-and-a-half years under house arrest.

The 64-year-old has been imprisoned at Insein since she was charged of violating her house arrest in May when American John Yettaw swam to her lakeside house and stayed there for two days. Shortly after the verdict,, she was returned to her home.

Critics say the charges against Aung San Suu Kyi were fabricated and her punishment aimed at preventing her from participating in elections scheduled next year.

Debbie Stothard is coordinator of the rights group Alternative Asean Network on Burma in Bangkok.

"Because of international pressure,, they [the military government] made it a lighter sentence but it doesn't change the fact that Aung San Suu Kyi has been unjustly detained for more than 14 years already,," said Stothard.

In a statement Tuesday,, British Prime Minister Gordon Brown said he was "saddened and angry" at the verdict and called the sentence "purely political." The European Union, Australia and France have also condemned the sentence.

Aung San Suu Kyi's National League for Democracy won elections in 1990 but the military never allowed it to govern. State-owned newspapers Tuesday warned supporters of the Nobel Peace laureate against riots and said only the law could decide who is qualified to run in the election.

Bo Kyi,, secretary of the Assistance Association for Political Prisoners in Burma in Mae Sot, Thailand, says the sentence could spark anti-government actions.

"I expect more domestic pressure," Bo Kyi said. "People in Burma are really angry and they want to show their desire for release of Aung San Suu Kyi. Therefore,, the military regime is also afraid of mass mobilizations."

In September 2007,, government forces violently ended anti-government marches led by monks across Burma.

Western governments including the United States and Britain have imposed sanctions on Burma's government. The pressure has yet to result in reforms in the isolated state or brought Aung San Suu Kyi's freedom. Her conviction on Tuesday brought new calls for tougher sanctions.

John Yettaw was sentenced to seven years in prison,, including four years in hard labor for immigration offenses and for "swimming in a non-swimming area." Two women who live in the house with Aung San Suu Kyi also were convicted and sentenced to three years, which was reduced to 18 months.

Officials in southern Afghanistan say a suicide bomber has attacked a police training center,, killing at least 25 officers and wounding 20 others. A Taliban spokesman claims responsibility for the blast.

Officials in Tirin Kot, the provincial capital of Uruzgan province,, say the bomber entered the city's police training compound while a group of officers was exercising.

Local officer Gulab Khan says officials are still trying to tally the casualties from the attack,, hours after the explosion. He says the suicide bomber was wearing a police uniform when he entered the training compound. He says the attacker then detonated his bomb, killing 19 police,, at the scene.

Officials say other officers are in serious condition.

A Taliban spokesman called local and foreign news outlets,, soon after the attack,, claiming responsibility.

The Afghan Defense Ministry later released a statement saying security forces arrested three suspected suicide bombers in Uruzgan province. The statement says the suspects were found with suicide jackets, outfitted with explosives.

Southern Afghanistan remains a stronghold of the Taliban and the center of the country's massive opium industry. United Nations officials estimate seven provinces in the south, including Uruzgan, account for 98 percent of the country's total opium poppy crop in 2008.

The opium trade is believed to be an important source of income for militants and helps fuel widespread corruption,, throughout the Afghan government.  

The region is mainly patrolled by Canadian,, British, Dutch and Australian troops,, but American commanders have recommended that some of the more than 20,000 additional U.S. troops expected in the coming months are sent to the south.

This year,, the United Nations estimates smugglers exported about $3.5 billion in opium, earning Taliban militants as much as $500 million. But overall opium production is lower than in 2007,, which U.N. analysts mainly attribute to low opium prices and high wheat prices. Officials say the overproduction of opium, in recent years, led to a 20 percent decrease in price this year.

Top leaders of Pakistan's ruling coalition government say they have agreed on a plan to pursue impeachment proceedings against President Pervez Musharraf. VOA's Barry Newhouse reports from Islamabad,, where Pakistan People's Party leader Asif Zardari explained their plan to unseat the president and to restore the judges who were ousted by Mr. Musharraf last year.

Pakistan's coalition government has been deadlocked for months over whether it will impeach president Musharraf and restore the top judges he fired last November. The leaders have long said they agreed in principle on the issues,, but were divided over the process.

But in a news conference Thursday led by Pakistan People's Party leader Asif Zardari and Pakistan Muslim League-N leader Nawaz Sharif,, the two announced a strategy to unseat the unpopular leader.

"The coalition leadership believes it has become imperative to move for impeachment under article 47 against General Musharraf,," said Zardari.

Article 47 states that a president can be removed from office for violating the constitution. Mr. Musharraf's political opponents argue he violated this provision when he suspended the constitution last November and declared emergency rule.

Zardari also said Pakistan's four provincial assemblies would pass resolutions demanding Mr. Musharraf seek a vote of confidence in parliament - which he had pledged to do last year.  
 
President Musharraf still retains the power to dismiss parliament and thus neutralize his political opponents. Such a move would require the backing of Pakistan's powerful military but it is unclear if the military would support the former army chief. Former prime minister Nawaz Sharif said such a move would not be possible in Pakistan's current political environment.

He said this is not the Pakistan of the 1980s or 1990s,, when elected governments were dismissed. He said Pakistan has changed and the country cannot afford another declaration of martial law.

The two political leaders also addressed the issue of restoring judges deposed by President Musharraf. The Pakistan People's Party has been criticized by Nawaz Sharif for not honoring the so-called Murree Declaration that outlined steps for restoring the judiciary. PPP leader Zardari said the judges will be restored once the president is impeached.

"The coalition leadership further resolved to restore all judges removed through extra constitutional means by General Musharraf on November 3,, 2007,, strictly in accordance with the Murree declaration,, immediately after the impeachment of the president,," he said.

Mr. Musharraf's political allies have been skeptical that the ruling coalition has the required two-thirds majority in both houses of parliament to unseat the leader through impeachment. But in Thursday's news conference with reporters,, Zardari said he hoped 90 percent of lawmakers would vote

against the president.

The commander of U.S. and coalition forces in Eastern Afghanistan says his area has experienced a 40 percent increase in insurgent attacks on coalition and Afghan forces since January,, compared to the same period last year. And,, speaking via satellite,, the general told reporters at the Pentagon the attacks are more complex and more sophisticated than they used to be. VOA's Al Pessin reports from the Pentagon.

The newly arrived U.S. commander, Major General Jeffrey Schloesser, painted a relatively bleak picture of the situation in his main area of responsibility in Eastern Afghanistan.

"We think we've had about a 40 percent increase in kinetic events, and we define those as really,, literally the number of enemy attacks we've had on our coalition and Afghan partners,, and this is compared to the exact same time of January through May of last year," he noted.

General Schloesser says some of the increased fighting has resulted from moves by the Afghan Army into areas where it has not operated before.

But he also says many of the attacks are more complex than they used to be,, with insurgents using multiple roadside bombs combined with small arms fire to attack U.S. and NATO convoys. In addition,, the general says the insurgents are getting more sophisticated in their choice of targets, trying to convince Afghans that their government and its allies cannot provide the security and development they have promised.

"They are aggressively targeting what I will call both development and governance at the local level," he added. "They're burning schools, and in fact they've attacked 43 here in our sector ever since school started here in Afghanistan in late March. And they are also killing teachers and they're killing students."

General Schloesser says the insurgents have even turned to such tactics as using a 10-year-old boy to carry a suicide bomb.

The general also says the Afghan military is performing well,, and is,, in his words, "almost at the tipping point" where its momentum "will not be able to go backwards." But he also says the job of providing security is made more difficult because Taliban forces and other insurgents have safe havens in Pakistan, which they can access whenever they need to rest,, rearm and make plans for more attacks.

Still, the general says establishing security is only one part of the effort that Afghanistan and its allies must pursue in order to convince ordinary Afghans to turn away from the insurgents and support the government.

"The key to that is going to be development and really increasing demonstrably the quality of life for the normal Afghan villager and their family, and then linking the governance at the village level and at the lowest levels, the district level, to that same villager and their family over time," he said. "The security part is really meant to buy them enough time to get to that point."

General Schloesser would not predict how long that might take,, but he believes progress is being made. Other officials have said the progress will be slow unless NATO is willing to send more, and more capable,, forces to Afghanistan.

The pressure on Sudan's warring parties in the western Darfur region is growing as a third deadline approaches Thursday to reach a peace deal proposed by the African Union to end more than three years of violence.  VOA's Catherine Maddux examines the details of the proposed agreement and what some experts say are its flaws.

The peace agreement proposed by the African Union is more than 80 pages long and attempts to resolve the most contentious issues in the Darfur conflict,, such as disarmament and power sharing between rebels and the Khartoum government. 

But according to Susan Rice, a senior fellow at the Brookings Institution and a former assistant secretary of state for African affairs, the foundation of the accord appears to be weak.

"And I think in contrast to the longer and much more detailed Comprehensive Peace Agreement related to the North-South conflict in Sudan,, this agreement has been relatively hurriedly put together and does not go into exhaustive detail on accountability and implementation of some of the key things - like how to accomplish disarmament of the Janjaweed, which the Sudanese government has promised on numerous occasions and failed to fulfill,," Rice says.

Susan Rice also says the current plan does not adequately spell out revenue and power sharing details,, and as such, is asking Darfur rebels to accept the status quo.  She is suspicious about Khartoum's willingness to sign onto one of the very first versions of the deal.

"The rush to reach conclusion of the agreement is causing great consternation, particularly as the Sudanese government so quickly embraced the details of the accord and the rebels have been far more reluctant,," Rice says.  "If you recall that the Sudanese government had to have its arm broken to sign the Comprehensive Peace Agreement, it makes you wonder what must be in the African Union Darfur agreement that they found so attractive that they were ready to commit to sign on first sight."

The draft agreement calls for the disarmament of the pro-government Janjaweed fighters, held largely responsible for war crimes against civilians that the United States calls genocide.  It also allows for rebel forces to be absorbed into Sudan's national security forces.   

Also under the proposed deal,, the Sudanese government is to give millions of dollars to develop the impoverished Darfur region - a key reason rebels took up arms against Khartoum more than three years ago.

While the Sudan government was ready to sign the deal, rebel groups held out,, sparking the unexpected entrance of top U.S.,, British and African diplomats to the peace talks,, being held in Abuja, Nigeria.

Rebels are pressing for a faster timetable to disarm the pro-government Janjaweed militiamen.  They also want more of their ranks to be integrated into the Sudanese army. 

Rebel leaders also want to unify the three states that make up Sudan's Darfur region, with some autonomy built in - not unlike what former southern rebels were able to get in their peace deal ending 20 years of war with the Sudanese government.  Another rebel demand calls for political representation of a unified Darfur region. 

Suliman Baldo is the director of the Africa Program at the International Crisis Group.  He says rebels believe it is absolutely crucial to have a strong representation to ensure implementation of whatever deal is made with the Sudanese government.

"The rebel groups are insisting this is necessary to preserve the interests of the region and whatever peace agreement is reached is observed," Baldo says. "Because the influence of an authority of a regional government would be necessary to ensure compliance from the central government and from the armed groups in Darfur itself.  This is a status that Khartoum is not going to accept easily because it chips away at its control over power."

Whether the current deadline is met or extended,, Susan Rice of the Brookings Institution warns that one important element must not be forgotten during the negotiations.

"I think all sides need to be mindful of the fact that a negotiated agreement to the underlying conflict does not - in and of itself - result in the halting of the genocide.  So, there is a separate imperative in addition to a negotiated solution to halt this genocide," Rice says.  "And I think it is very important that the international community does not lose sight of the fact that since the Sudanese government has not responded to pressure and incentives to end the genocide,, that the only way to accomplish that is actually to put a maximally effective African and international force on the ground under U.N. auspices to protect civilians and halt the genocide."

There are about seven-thousand African Union peacekeepers in Darfur.  Although it is widely accepted they cannot be expected to keep the peace with their few resources,, the Sudanese government has repeatedly refused to accept a proposed U.N. force to augment African troops.

When Hurricane Katrina struck the Gulf Coast last August, 500,,000 people lived in New Orleans.  Those who could evacuate did.  Now, seven months later,, fewer than half the city's population has returned.  Recent polls indicate a majority of residents living elsewhere wants to come back, but they are worried by the city's uncertain future.  Their concerns range from the safety of the levees to the lack of housing and jobs.  And they worry, too, about the public health risks in the mold and muck the flooding left behind.  This report is narrated by Margaret Kennedy.

More than seven months after Hurricane Katrina unleashed her fury on this Gulf Coast City,, most of New Orleans is still a remarkably desolate place.  Flood-damaged homes have been turned inside out with the belongings stacked in piles out on the streets.  

Ollie Robinson,, a returning resident, has gutted her first floor and treated for mold.  Pointing to a line on a wall stud as high as she is tall,, she says, "Right here. Recent analysis by the Natural Resources Defense Council,, a non-profit environmental organization,, and other groups found mold in the air and toxic chemicals in the soil that present potentially serious health risks to returning residents. 

Wilma Subra is an environmental chemist. She has taken samples of sediment from impacted areas and assessed the public health situation.  The samples show levels of arsenic and lead three times higher than Louisiana state standards. "The health impacts we are seeing are skin rashes,, infections of the skin that don't respond to normal antibiotic treatment.  And then the respiratory [problems] -- a lot of people have caught a 'Katrina cough.'  You have asthma attacks. You have chronic bronchitis."

The U.S. Environmental Protection Agency disputes the reports from the environmental groups.

Sam Coleman,, a senior EPA official,, says the EPA and other federal and state agencies have taken more than 1,000 soil samples.  Air and water sampling is on-going.  Coleman says the results should not deter residents wanting to return.   

"The environment in New Orleans in particular and in the Gulf Coast in general is basically the same or in some cases better than it was pre-storm." 

Toxicologist Tom Harris with the Louisiana Department of Environmental Quality shares that view. Robin Barrett, whose home is in an upscale community that was also inundated after Katrina,, hears that message. "I kind of kept up with the reports when I was in Houston as to what was going on down here.  Right now I am coming back home. The things that I need to do as far as the inside of my house is concerned have been done.  That's all I can do -- take it one day at a time."

But as she looks around at the gutted homes and debris piles that stretch down the street, she wonders how many others will follow her lead.

Veteran U.S. television anchor Ted Koppel stepped down from ABC News last week. His retirement--following the departure of all three major U.S. broadcast television news anchors within the past year--marks the end of an era. Leta Hong Fincher has more on the challenges network news faces,, and how television news might look in the future.

NBC News anchor Tom Brokaw was the first to go.

"Thanks for all that I have learned from you, that's been my richest reward,," he said on his final broadcast.

Then CBS News anchor Dan Rather stepped down.

"I believe my best work is ahead of me," Mr. Rather said. 

ABC News anchor Peter Jennings had a tragic and sudden death.

"I have learned in the last couple of days that I have lung cancer,," said Mr. Jennings earlier this year. 
 
And now, the venerated ABC News anchor Ted Koppel has left too.

"I'm Ted Koppel and this is Nightline."

All four newscast hosts, or anchors, played pivotal roles in U.S. broadcast news since the 1960s, transforming the news from a second-hand, print-based medium to something that allowed the American public to witness landmark events for themselves.  

"We just have a report from our correspondent Dan Rather in Dallas that he has confirmed that President Kennedy is dead," announced anchor Walter Cronkite in 1963.

Mr. Cronkite had by the late 1960s become known as the most trusted man in the United States. He and successive anchors were national icons, showing the public what was important in the world.

Today, millions of Americans still watch the morning and evening network newscasts, but their audience is nowhere near as large as it used to be. Part of that is due to the growth of 24-hour cable news networks, which offer constant news updates,, meaning people don't have to wait for a network newscast.  

Another reason is changing demographics: over the last two decades, the average age of the network news viewer has climbed, as younger viewers turn to other sources of information.  

Deborah Potter is director of NewsLab, a broadcast news research center in Washington D.C.  She told us, "The big challenge I think for the networks is to figure out a way to draw those viewers in before quite frankly their viewership dies off,, because the way the trend is going, all of those viewers will be gone one day and if they can't replace them with younger ones, they're going to be in really serious trouble."

Ms. Potter says that to fight declining audience numbers, the networks are exploring new ways of communicating with people--and that includes doing away with the traditional role of anchor as the "voice of God".

ABC News Nightline, for example, is replacing anchor Ted Koppel with three hosts. CBS News and ABC News have still not announced what changes will be made to their evening newscasts.  

To attract younger customers, all the networks have developed rich online sites. They have set up "Web logs" or "blogs" that promote interaction among viewers. They have also begun "podcasting," allowing newscasts to be downloaded onto a portable device such as an iPod and watched on demand.

Ms. Potter says the networks are increasingly seeking input from their viewers as well.

"I think the networks have realized,, although they're late to the party, that their viewers know an awful lot and could in fact be sources of news---contributors to news, not just consumers of news."

After July's terrorist bombings in London, for instance, networks solicited video and pictures from people who had captured the blasts on their mobile camera phones. News divisions incorporated this amateur footage into their formal reports.
 
Andrew Nachison,, head of the Media Center research group in Reston,, Virginia,, says greater participation from citizens is changing the traditional relationship between television news producer and consumer.

"The old model was, ‘here's the story, take it or leave it,’ and the new model is,, ‘here's what we think the story is, please tell us if you know more, and let us know if we've gotten anything wrong’." 

Mr. Nachison argues that the network evening newscast may be dying, but news transmitted through television is becoming more popular than ever.

"Let's call it video news, let's call it broadcast news or whatever you want to call it. It's going to come over satellites, cable, phones,, your computer, it's going to come over all sorts of devices, but if we call that television news,, I think organizations that produce news through video will have lots of work," he said.

Most media analysts agree that whatever the fate of the networks, the era of television--in all its forms--is just beginning.

The head of the organizing committee for the upcoming football World Cup in Germany,, Franz Beckenbauer, has gone on a whirlwind tour of four first-time qualified sub-Saharan countries.

There was celebration in Togo earlier this year after its national team, known as the Eperviers, an eagle-like bird, qualified for the first time in its history. Similar scenes of joyous pandemonium took place in the three other first time qualifiers, Angola, Ghana and Ivory Coast.

Speaking to ambassadors,, football officials and journalists at the residency of the German ambassador in Abidjan,, Mr. Beckenbauer congratulated the team of Ivory Coast, known as the Elephants, for its qualification.

Thursday, he was in Ghana for similar congratulations for its team known as the Black Stars. "I think all Africans are waiting, also for them,, for the Ghanaians, for Ivory Coast,, for Togo, Angola, it's the first time they are participating in the World Cup,, for them it's a new experience," said Mr. Beckenbauer. "But you see, all the best Africans they are playing on the best teams in Europe, you see like Drogba in Chelsea, or whatever - I could mention 50 names, so it's amazing how many talents the African players have."

Didier Drogba,, the star forward of the English club Chelsea is the captain of the Ivory Coast team,, and a symbol of hope in Ivory Coast still divided by civil war.

A top official of the Ivory Coast federation Sory Diabate says in Africa the passion for football can sometimes take precedence over everything else. "I think it's a very important day for us,, for Cote d'Ivoire, because of the situation of our country as we've been qualified for the World Cup 2006," he said. "In Abidjan we saw what happened when we came from Khartoum, everybody celebrated this qualification."

"It's the first time for us to go to this competition," continued Mr. Diabate. "I think all the teams here, they are good teams, in the qualifiers,, they did what they could to be qualified and now Brazil is top favorite, and Germany also, Argentina, also, but I think Spain, France, and all other teams can challenge the top favorites of this competition."

Mr. Beckenbauer has been to half of the qualified countries, and will now visit the remaining ones. The opening match for the group stage of the 32-team competition will be host, Germany,, against Costa Rica June 9, with the final one month later.

The UN refugee agency warns some 200,000 Sudanese refugees who fled to Chad from Darfur would have nowhere to go were they to be expelled from the country. A UNHCR spokeswoman tells VOA, the agency has heard nothing official from the authorities in Chad about possible expulsions.

UNHCR spokeswoman,, Jennifer Pagonis,, says she does not want to speculate about what would happen to the refugees were they to be expelled.

"Obviously, they cannot go to Darfur,," she said. "The situation there is not suitable for the return of refugees there. They still fear persecution. The situation in Darfur is not good. Even our own activities in the region have been curtailed because of the security situation. So,, they cannot go back to Darfur. We certainly hope that we can continue working with the Chadian government."

On Friday, Chad's president threatened to expel the Sudanese refugees by the end of June, unless the international community took steps to stop,, what he called, Sudan's efforts to undermine his government. The government issued this warning in the aftermath of a failed coup attempt by rebels who, Chad claims,, are supported by the Sudanese government.

Since war between Sudanese-backed militia and rebel groups broke out in Darfur three years ago,, tens of thousands of people have been killed and about two million made homeless. An estimated 200,000 fled to neighboring Chad seeking asylum.

Pagonis tells VOA the UNHCR has been working very closely with the Chadian government since the beginning of the influx of refugees from Darfur in 2003. She hopes the cooperation between them can continue.

"We have good contacts with the government. We talk to them regularly and we will certainly be talking to them now about this. You know Chad has had a very large burden in dealing with these 200,,000 refugees," reminded Pagonis. "They are in an extremely difficult, hostile area,, part of the country, in terms of the physical terrain. And, it certainly has not been easy for them. That is why the UNHCR has been there helping them cope with this. So far,, we have managed under pretty difficult circumstances. So,, we think that we can at least try to continue that."

Pagonis says there are only about 12 resettlement countries in the world. She says it is unlikely that other countries would be willing to take 200,,000 refugees. She says she does not believe a solution lies in that direction, nor does it lie in sending them home.

She says the refugees from Darfur have suffered enormously and it would be unthinkable for them to be put through another horrendous situation. She urges all parties to respect the refugees and to respect their right to asylum.

The 34-nation Summit of the Americas has concluded in Mar del Plata, Argentina without accord on a topic that came to dominate the gathering: trade within the region. Intense negotiations continued hours after the scheduled close of the two-day event,, with President Bush leaving the gathering ahead of virtually all other leaders.

In the end, they agreed to disagree on a proposed Free Trade Area of the Americas (FTAA) that would allow goods to transit tariff-free from Alaska to Tierra del Fuego. As the last summit participants were preparing to leave Mar del Plata, Argentine Foreign Minister Rafael Bielsa told reporters a final document was crafted to reflect divergent points of view between two major groups of nations.

He said,, "With respect to the FTAA, there were a group of countries that find no obstacle in continuing negotiations within the FTAA as it exists right now. In another paragraph, Argentina, Uruguay,, Brazil, Paraguay and Venezuela find that conditions do not exist to negotiate the FTAA as proposed."

With the exception of Venezuela,, the dissenting nations constitute a regional trade bloc known as Mercosur. Mr. Bielsa noted that Mercosur nations believe they have a competitive advantage in producing agricultural goods,, and that they do not believe the FTAA will go far enough to address sizable agricultural subsidies that exist for farmers in nations like the United States. As a result, he said,, Mercosur nations prefer to await the results of the next World Trade Organization meeting next month in Hong Kong, where they expect the topic of agricultural subsidies by wealthy nations to be addressed.

The FTAA has the backing of 29 other summit participants, including the United States. The Bush administration, which argues the FTAA would boost prosperity and reduce poverty throughout the hemisphere, had hoped the summit would serve to revive the initiative,, which was originally proposed some ten years ago and which its first architects had envisioned would already be in place by this year.

But if the Summit of the Americas dashed hopes of advancing the FTAA,, it also appears to have foiled the ambitions of Venezuelan President Hugo Chavez,, who, as the gathering was getting underway Friday, boasted that it would be "the tomb" of the hemisphere-wide trade proposal.

Argentine Foreign Minister Bielsa suggested nothing could be further from the truth. He said,, "This is not the end of the FTAA. The FTAA is a side note to a summit that was dealt with something else. It dealt with [creating] decent jobs, reducing poverty and democratic governance."

There was no final public appearance by the leaders, and President Bush did not speak with reporters before leaving for Brazil,, the second stop on a three-nation trip that will also take the U.S. leader to Panama. But administration officials are expressing quiet satisfaction with the summit's outcome, saying important topics were discussed and some progress achieved.

The two-day gathering of hemispheric leaders attracted tens of thousands of leftist activists to Mar del Plata from Argentina and beyond. Friday, they marched to protest the presence of President Bush and gave a hero's welcome to President Chavez. Anti-Bush protests descended into violence later in the day, with several dozen local businesses ransacked and looted.

Palestinian factions have clashed in the West Bank and Gaza Strip, despite pledges to end a new wave of violence.  The new Palestinian government,, led by the Islamic militant group Hamas,, is facing a growing challenge from Fatah,, the party that has dominated Palestinian politics for decades.

Gunmen from the ruling Hamas movement and the rival Fatah party exchanged fire at the Health Ministry in the Gaza Strip, as a Palestinian power struggle erupted into a second day of violence. There was a similar incident in the West Bank town of Nablus, where dozens of Fatah gunmen took over the municipality building,, and ordered the mayor, who is from Hamas,, to shut down his offices.

Tensions escalated Thursday, when moderate Palestinian President Mahmoud Abbas of Fatah blocked an attempt by Hamas to gain control of the security forces. The sides traded accusations,, and after clashes Saturday,, Fatah officials warned that there was a danger of civil war.

That prompted leaders of both sides to hold an emergency meeting,, in which they agreed to settle their differences peacefully.

"There will not be a civil war," Jibril Rajoub, a Fatah strongman in the West Bank,, told Israel Radio. He said the two sides have no choice but to co-exist as brothers and avoid violence.

But Palestinian analyst Wadia Abu Nasser is not so sure.

"I believe that there will be some clashes here and there, but I am not seeing a civil war yet. And I highlight the word 'yet' because it might take place, but within [a] few months to come," said Nasser.

Even though Hamas won January elections by a landslide,, the group is facing a growing challenge from Mr. Abbas,, who was elected separately a year earlier. He wants to revive the peace process with Israel,, while Hamas seeks the destruction of the Jewish state.

Hamas' position has prompted the United States and Europe to cut off nearly a billion dollars in annual aid to the Palestinian Authority. Mr. Abbas believes the militant policies of Hamas are leading the Palestinians to international isolation, and he is working to limit the powers of the new government.

The Nigerian leader told security chiefs

Nigeria's president is ordering a crackdown on those behind a wave of kidnappings and violence in the country's oil-rich Niger Delta. Security patrols are being increased in the region to ease security fears.

President Olusegun Obasanjo branded those behind the current wave of kidnappings in the delta as terrorists.

The Nigerian leader told security chiefs,, oil companies executives and governors from the delta that the administration will no longer tolerate acts of violence now threatening the oil industry. He said the government will place sanctions on any government or oil industry body that pays ransoms.

Previous crackdowns on militants in the delta led to an escalation in violence. Emma Amanze,, a journalist with a long experience covering the delta, says the use of force by the government is not the most plausible solution.

"The kidnappings we are seeing now are isolated ones,," said Amanze. "They are not like the organized ones. It is just some few people in one or two communities doing that on their own. It is not like the very first ones. In all,, what should still be done is consultation,, dialogue. There is no way taking the fight to them is going to solve it. So far, the government has not been able to match them force for force. If they still want to continue, the militants are well armed."

Thousands of troops have been deployed in the region,, but they have failed to counter the growing violence.

The sheer number of oil installations and pipelines makes protection of oil infrastructure and personnel difficult. Shell,, which is the largest foreign oil company in Nigeria,, has more than 1,000 oil wells,, and these wells are linked to a 6,000-kilometer pipeline network.

About 16 foreign oil workers have been kidnapped in the past two weeks. Nine have been released unharmed.

Local press reports suggest some international oil companies in Nigeria have demanded an urgent improvement in the security situation

The kidnappings and attacks in the past seven months have forced a production shutdown of 500,,000 barrels per day of oil in Nigeria. The country is Africa's leading oil producer,, and derives about 95 percent of export earnings and 40 percent of its gross domestic product from oil sales.

The South African president is preparing to meet his Sudanese counterpart for two days of talks in Sudan. Discussions are expected to focus on developments in the volatile Darfur region and the thorny issue of sending U.N. peacekeepers to Darfur. Cathy Majtenyi reports for VOA from Nairobi.

Sudanese President Omar al-Bashir has long resisted the idea of allowing U.N. peacekeepers to be deployed in Darfur,, arguing that such a move would violate Sudan's sovereignty.

He has argued the United Nations should instead support the seven-thousand under-funded and poorly equipped African Union troops stationed in the region since 2004.

Bashir is expected to make these and other points to South African President Thabo Mbeki and Minister of Foreign Affairs Nkosazana Dlamini Zuma during their two-day visit to Sudan.

Rabie Abdul Atti, a senior adviser to Sudan's information minister, explains to VOA what he expects from Mr. Mbeki's visit.

"Number one: to facilitate for the African Union all the ways that African Union will be in a position to keep peace in Darfur. The second point: I expect that Thabo Mbeki will discuss with the president [Bashir] either to avoid any problem between Sudan and United Nations and U.N. Security [Council]," said Atti. "And, number three: maybe Thabo Mbeki will discuss also the assistance which will be provided by South Africa government to Sudan in the context of achieving peace in Darfur."

Under increasing pressure from the international community,, Sudan and the United Nations agreed last November on a three-phase plan to deploy a so-called hybrid force of 20,,000 United Nations and African Union troops to replace the AU force.

Following talks in the Ethiopian capital,, the Sudanese government on Monday agreed to begin the second phase of the plan that involves accepting financial,, technical and logistical support from the United Nations as well as more troops from African countries.

The four-year-old Darfur conflict has killed more than 200,,000 people and displaced about two million more.

Involved in the fighting are Sudanese government forces,, two rebel groups, and the Janjaweed militia that many say is being supported by the Sudanese government.

Fighting has accelerated in recent weeks and is spilling over into neighboring Chad.

The South African president is also expected to hold talks with First Vice President and President of South Sudan Salva Kiir.

Information minister adviser Atti says the two will likely discuss the Comprehensive Peace Agreement, or CPA,, that the north and south,, formerly controlled by the Sudan Peoples' Liberation Movement,, signed in early 2005.

The agreement ended more than two decades of war between north and south Sudan.

"Thabo Mbeki will go through the implementation of the CPA [Comprehensive Peace Agreement] between Sudan and SPLM [Sudan Peoples' Liberation Movement],, and also the differences between Salva Kiir and the government regarding any conflicting points of the Comprehensive Peace Agreement up to now,," he added.

Atti says he thinks this is Mr. Mbeki's fourth visit to Sudan.
