Background
The son of Don Allen and the grandson of Barry Allen, Bart was born in the 30th century. Due to rapid aging, he appeared as a twelve year old when he was actually only two. He spent most of his life in a virtual reality machine, until he was rescued by Iris Allen. Iris took him to the 20th century (where she was originally from) so Wally West could stop his aging. Wally was able to stop his aging, however Wally didn't see eye to eye with Bart's impulsiveness and gave him to Max Mercury, so that Max could raise him. Bart actually got his code name, Impulse, from Batman—although it was a meant in a manner that Bart misunderstood. Bart, along with Tim Drake/Robin and Kon-El, founded the Young Justice team. Max Mercury disappeared into the time stream, and Bart went to live with Jay Garrick—however Young Justice soon broke up afterwards, due to the deaths of Donna Troy and Lilith Clay. However, a new Teen Titans team is started up and Impulse joins up, despite Wally West's lack of faith in him.
Soon after joining the Titans, Bart is shot in the kneecap by Deathstroke (who was possessed by Jericho), which made him decide to take up the Kid Flash mantel—he read every single book in the San Francisco Library, and retained this knowledge, decided to drop his impulsive nature. During the course of his stay with the Teen Titans, he tried to prove that he was going to step out of the shadow of Wally West. When Superboy-Prime returned, Bart joined forces with Wally & Jay by running him into the Speed Force. However, Jay couldn't do it and Wally vanished—leaving Bart alone. Barry Allen, Johnny Quick, and Max Mercury appeared and helped Bart, and they vanished. After that, the Speed Force apparently was gone.
Bart soon reappeared, four years older, wearing his grandfather's costume in Tokyo. His attack on Superboy-Prime (for killing Conner Kent), causing him to retreat. He lies and says that Speed Force is gone, however—the Speed Force is inside of Bart, and he pretty much IS the Speed Force. After some trouble controlling it, he eventually becomes the fourth person to take up the Flash mantel.
