The University
Candor University is centered within upper Arcadia, in a busy city, offering a lot to it's students. It was decided by the Arcadia city government that a college would be founded there, with which they could send their best of the best to be educated and others from outside worlds thanks to the nexus. The University itself is surrounded by a large city, complete with high school that offers placement for it's students in the university, taking courses that garentees their foot into the door.
But the adminstraition, at best, has been described as "clockwork", leaving their creation to run on it's own, up until they find the need to interfere with regular life, tinkering to what they think it's best. And, well, that's not always the case...
