Cipher, callsign "Galm 1", is the protagonist of Ace Combat Zero: The Belkan War. His real name and appearance are unknown, but he is apparently Ustian. He was the former wingman of Larry "Solo Wing Pixy" Foulke. In the closing days of the war, Pixy joined A World with no Boundaries and they fought. Cipher then disappeared, and it is unknown where he is.
