The Caldari State had been going through a decline since the end of the Caldari-Latagonian War; with membership in the Union slowly decreasing due to unrest in many of the member nations and discontent with the heavy loads of bureaucracy that choked the system. Discord in the State erupted over a taxation dispute in the city of Jeju which overtly spread to the rest of the nation. There was nothing the government could do to prevent a downward spiral. The short-lived Supreme Overlord who had replaced Tovil-Toba had been removed via a coup in the Ministry of War and Peace; followed by anger within his own Advisory Council. With nothing else to loose, Tovil-Toba quickly took over the reins of power and immediately went off the deep end: he effectively attacked the Forthampton Consulate and arrested all of its staff members on the pretense of sedition. They were removed from the complex and sent off to New Perspective but an obscure member of the Nationalist Party, [[Dayo Pe]] launched a popularity revolution and seized power from Tovil-Toba. The most powerful person in the history of the State himself was locked away in New Perspective and the Forthampton consulate members were released. Within hours, the former Caldari State was effectively over.

Immediately after coming to power, the new Executor, Dayo Pe; declared his intention of delivering the Caldari into the stars within 10 years which is even compared to other major powers an ambitious plan but the mentality of the Caldari is that anything is possible if they work hard towards their goals. Pe also plans on radically reforming the standard of living for some of the State's poorest people by commissioning them on many public works projects he has in mind including the revitalization of the railways and the expansion of telecommunication lines. While many believe that with the ascension of the Meritocracy means the door to democracy is possible; it is different. Democracy failed. Thus, the right to vote is reserved for citizens (those who voluntarily join the armed forces for ten years or work in community-based projects for five years). For the ideal of voting is a privilage and one must work based on their merits in order to obtain it. Executor Pe declared he would end the cronyism and nepotism that has been plaguing the State the past millennia and strive towards putting people who deserve the jobs held by personally appointed people into their proper place and remove those who don't. Most of the entire International Community remains cautious if not flustered with this newest form of government but they will watch carefully for the first mistake it makes...

The Caldari State offers its citizens the best and the worst in living conditions. As long as you keep in line, do your job, uphold the laws and so forth, life can be fairly pleasant and productive. But for those who are not cut out for this strict, disciplined regime life quickly becomes intolerable. They lose their respect, family, status, everything, and the only options left to them are suicide or exile. Although not xenophobic as such, the Caldari are very protective of their way of life and tolerate only those foreigners that stick to the rules.
