First Citizen Kraggi Squirrellypants was the founder and only leader of Gal-Zabor, residing in Gal-Zabor City, until his death (by decapitation) in the underground passageways of Citrus City.

Beforehand, he was completely bonkers for reasons unknown (or at least unspecified in-character).
