Legislature

Qualifications

  • All citizens are automatically part of the legislature.
  • All citizens have exactly one vote in all legislature voting issues.

Powers of the Legislature

  • The Legislature votes to recognize other micronations.
  • The Legislature votes on Telikos' admittance to any multi-micronational organizations.
  • The Legislature votes to accept major diplomatic treaties with other micronations.
  • The Legislature votes to merge the Nation of Telikos with any other nation.
  • The Legislature votes to repeal any of the votes it is capable of concluding.
  • The Legislature votes on any other issue that is not explicitly mentioned in this constution that is restricted to a particular position. These issues shall be known "Normal Bills."

Voting Process

Standard Voting Procedure

Voting Information

  • All standard votes last between 48 and 72 standard hours.
  • All standard votes must end at 10 PM EST.
  • Any YEA/NAY/ABSTAIN vote or someting that can be reasonalby infered as one of the choices listed is a valid vote.
  • If a subject was voted on before in 14 days time, it can not be voted again until 14 days time has passed.

The Procedure

  • Any Telikon citizen presents a valid vote to the legislature or city voting board.
  • All valid voters cast their valid votes, including descriptions and arguments of why they voted as they did as they see fit.
  • Any citizen may change their vote at any time before the vote ends.
  • When the vote is completed, the votes are counted and the bill is decided as passed or failed.
    • If it passed, it is either put in effect immediately or carried out as the bill specifies.
    • If it fails, then there is no change in the Nation of Telikos.

Voting Percentages

  • The number of valid votes (excluding abstain votes) is considered “100%” when calculating if a vote passes or fails.
    • Amendments: 50% + 1/2
    • Normal Bill: 50% + 1/2
    • Immigration: 60% + 2/5
    • Appointment or Election of Positions: Plurality

Immigration

Qualifications for Citizenship

  • At this time, any person may apply the Nation of Telikos.
  • A person is defined as a sentient being.

Immigration Manager

  • Immigration shall be managed by an Immigration Manager.
  • The Immigration Manager shall be elected bimonthly on the 11th day of the month.
  • The first Immigration Manager shall be Bill Dusch.

Immigration Manager Powers

  • The Immigration Manager shall have the following Powers:
    • Creation and maintainance of Immigration/Emmigration Form
    • Moderatorship of Immigration Forum
    • Tabulation of Immigration and Emmigration Forms
    • Preliminary Acceptance/Rejection of Citizenship

Citizenship Procedure

  • Once a person has filled out the immigration form, the Immigration Manager shall preliminarily accept or reject the applicant.
  • If preliminarily accepted, the Immigration Manager shall post the form into the Legislature.
  • The Legislature will follow Immigration Voting Procedure to decide whether to accept the applicant into the nation.
  • At the end of the voting period, if the vote passes, the applicant becomes a citizen of the Nation of Telikos.

Immigration Voting Procedure

  • Immigration Voting Procedure is the same as Standard Voting Procedure with an exception.
  • If at least 75% of all citizens of Telikos vote on the Immigration Application, the Application is accepted or rejected immediately.
  • If this requirement is not furfilled, Standard Voting Procedure applies.

Amendments

Amendment Procedure

  • The Legislature may pass amendments to this document using standard voting procedure.
  • Once this document has received one amendment, at least one original copy must be stored at all times and never be modified for historic use.
  • Once an amendment has been added to this document, it goes into effect immediately.
