CHAPTER I - THE LEGISLATIVE POWER
SECTION I - THE NATIONAL ASSEMBLY
44. The Legislative Power shall be exercised by the National Assembly.
45. The National Assembly shall be composed of representatives of the people, elected by free, direct, and secret vote.
The period can only extended by virtue of a resolution of the National Assembly itself in the event of war or in the case of other exceptional circumstances that may impede the normal holding of elections and while such circumstances exist.
46. The National Assembly, on meeting for a new legislature, shall elect from among its members its President. The law shall regulate the manner and procedure in which the National Assembly is constituted and carries out this election.
The President of the National Assembly shall vacate his office if he ceases to be a member of the National Assembly or if he is removed from office by a resolution of the National Assembly by the votes of not less than two-thirds majority of the members of the National Assembly.
The President of the National Assembly shall preside over all sittings of the National Assembly; in his absence, a member of the National Assembly designated by him, and approved by a majority of the members of the National Assembly, shall preside.
He shall have and exercise a casting vote in the case of an equality of votes.
He shall have power to enact the internal regulations of the National Assembly and apply such sanctions as may be provided for thereunder and to organize the internal security service of the National Assembly.
47.
