Article. The National Assembly shall be comprised of 605 deputies. Deputies of the National Assembly shall be elected in general, direct, free, equal elections, and by secret ballot based on proportional representation. They shall be representatives of the whole people, not bound by orders or instructions, and responsible only to their conscience.


(1) The Council of States shall be composed of five councilors from every State, elected by the State legislatures for the duration of their respective legislative periods in accordance with the principle of proportional representation.

(2) The members of the Council of States need not belong to the State legislature which delegates them, but they must be eligible for that State legislature.

(3) After expiry of the legislative period of a State legislature or after its dissolution, the members delegated by it to the Council of States remain in office until such time as the new State legislature has held the election to the Council of States.
