The mind, for some, exists throughout time and space, and is not just kept within one's own head. Logically, someone with precognition could, after development, be able to hone in on a desired point in space/time. If this is true, then Retrocognition and Precognition are the same. It is unknown when precognitions manifest, and probably varies from person to person.
