Introduction
The Savor are an unusually militant and leader-based society for the Artor. They are highly ordered and share mild similarities with fascism.
Governmental System
Leadership
All Savor rules and regulations are ultimately governed by a single powerful dictator, called the Leader. The process of selecting a Leader is done by the Eleven, who select a particularly intelligent child and teach him about social structure, psychology, geography, military tactics and so forth. They are also taught strict codes of social and dictoral conduct in order to prevent corruption. When the prior Leader dies, the child takes his place.
Savor dictators are expected to enforce a strict code of rules and regulations and add to or alter those rules in order to better serve the nation. The nation's needs are expected to be at their heart and moral codes that do not relate to proper love of the nation are rarely taught.
Regulations
The Savor government strictly regulates sexual activity and mating in order to supply a varied genome and prevent recessive traits from overgrowing. Mates are chosen based on physical attributes, and many of those who choose who mates who (called the Lucky) compete in an (often futile) attempt to have one of their groups create the child selected to be the Leader by the Eleven.
Although no regulations against the practice of magic or the arcane arts are in existence anymore, it is widespread, aged cultural feeling that Artor mages are an abomination. They are typically forced into exile by small villages and even large cities.
Planetary Position
Dominance
The Savor are the dominant government, due to their militance and highly ordered system. While many other systems may break down over time, the Savor system has been in play for three hundred years in a very similar format to it's present method.
Expansion
Although the Savor are presently in a state of relative peace (due to a desire of the present leader to avoid death), they are still rapidly expanding due to their high birth rate. This means bad news for the other nations, since at any time the Savor could change their policy from "explore new areas" to "invade new areas", and with their massive military might, the Savor would be unmatched.
