Nomicapolis shall be regarded as a city-state to be divided into nine cantons. These cantons shall be named as follows:

1. Center Canton
2. Northwest Canton
3. North Canton
4. Northeast Canton
5. East Canton
6. Southeast Canton
7. South Canton
8. Southwest Canton
9. West Canton

These cantons may be given additional names and referred to by these names only as the Rules permit.

Each Citizen of Nomicapolis is considered to be a resident of a single canton. At the time of this proposal's passage, each Canton except for the Center Canton shall be populated with 6,500 citizens. The Center Canton, understood to be the administrative center of Nomicapolis, shall be populated with Bureaucrats made up of the remaining 500 citizens.
