Proposer's summary and declarations

Minor nitpick: Status - One of the following values: "Operating", "Unstaffed", or "Abandon".
Should probably be "Abandoned". But aside from the typo, what's ultimately the difference between unstaffed and abandoned? Perhaps structures should have a staff requirement, and a separate staffing status?
We're getting close to defining a concrete setting for the theme with this, unless structures are themselves deliberately vague.
