Should probably be "Abandoned".  But aside from the typo, what's ultimately the difference between unstaffed and abandoned?  Perhaps structures should have a staff requirement, and a separate staffing status?

We're getting close to defining a concrete setting for the theme with this, unless structures are themselves deliberately vague.  I had this sort of steampunk envisioning of Nomicapolis just recently, whereas others might see a modern city, and others a medieval city-state.  I don't know how long the vague theme can go on, but it might be all right to extend it a while and maybe even support multiple contradictory themes at once -- on a per-canton basis, natch.  Anyhoo, I ramble. :)  -- [[User:Chuck|chuck]] 02:07, 1 June 2007 (EDT)
