Proposal to elect a Judge

Per 321 "The Judge of Nomicapolis will be voted for on the first of every month." Since there are only 5 days left in November, we should begin debating. 321 says that we must vote on the first, since this isn't a rule that we are voting for 313 doesn't apply, giving us only one day in which to vote.
