Within each comarca and in the territory of Sierra Azul, municipalities are granted certain rights according to their municipal status.
The top-level municipalities are as follows:
- prefecturas, groupings of lower-order municipalities, with the prefecture responsible for planning and other regional affairs. Prefectures contain:
- villas, covering a single urban area with more power than a municipalidad;
- municipalidades, covering several distinct aldeas (which do not have their own government, but which may have one or more councillors in the municipal council);
- a zona prefectural, an area without municipal organization directly governed by the prefecture.
- Ciudades are independent cities not contained by a prefectura. They may be divided into delegaciones (boroughs) with their own local councils.
- Aglomeraciones are groups of municipalities centred on a particular ciudad and forming their own prefecture-level unit. The central ciudad has certain powers over the villas and municipalidades in the aglomeración.
