Start by talking to Allen Storm. He is in the LH tavern. He tells you to kill Goblin Overlords. Leave LH by the Goblin Bridge and head east on the path. Follow the path until it ends and you will be in the area where Goblin Overlords are. The Goblins cast some decent spells, so be very careful here as a low level mortal. After killing 50, talk to Allen again and he will reward you with a Storm's Cape.
