One who, while not posting on a forum, reads its threads. The lurker may or may not have signed up on that forum, depending on the forum's policies for thread viewing, the individual's past actions on the forum, and his or her attitude towards lurking.
A lurker can be said to be true neutral since, as a lurker, they clearly have no opinion towards the threads they read. Otherwise, they'd say something.
In the case of Mayhem, many anonymous lurkers become Bunnies later in life. Some Bunnies, in turn, lurk at times.
