Despite only having 2 Carthians, Alexander Thibedeaux amd Hank (the Doer), Phoenix remains open to Carthians due to the fondness for the Movement held by Prince Julia Kincaid.
While technically the personal regency of Alexander Thibedeaux, the largest suburb of Phoenix, Mesa, is the home of the Carthians in the Valley of the Sun.
