Pokemon: Use Ember against Weepinbell

Ember hits Weepinbell, but, Olivia returns it and sends out a Victreebel!
Victreebel used Stockpile to store it's energy. Charmander uses Ember, but, then Victreebel unleashes an almighty Vine Whip, which knocks Charmander out.
You panic and send out Pidgey. Pidgey uses San Attack, Victreebel can't see Pidgey with all that San in it's eyes. Pidgey continues to use Sand attack and Gust until Victreebel faints.
"I don't believe it, you've won with that little bird!" Olivia cries out. You look proudly at your little Pidgey, her chest swells with happiness, but, suddenly she turns a bright light and evolves into... Pidgeotto!
You hand over Olivia to the police and she signs a full confession. Now it's time to go after Thomas.
Suddenly a man runs down the street and cries out: "Bandits in the Bank, they're stealing everything, please, somebody help! The Police rush off to the bank.
What will you do?
