Evansville is the name of a overly complictated metaphor to the state of Palistine.

Beginnings

Evan Pryzant would say that he could arbitrarely claim that his house is a seperate country called Evansville and that wouldn't mean anything. Like the PLO he could have a president with no power, a legislative body that can't do anything, and an 'army' that doesn't have the power to enforce non-exsistent laws.
