Bio
Ryuho's Alter is a humanoid figure named Zetsuei, which most commonly attacks and defends with two ribbon-like appendages. Ryuho has always chafed against society's bias against Alter users, and upon graduating from the military academy, he forms HOLY (with Cougar's assistance) as a haven for people with Alter powers. He takes over as commander, and the group becomes a tight-knit and relatively autonomous unit of the military. When Ozzal comes to power, she disbands HOLY, seeing it as a threat to her rule. Ryuho is furious about the move, but rather than allow himself to be drummed out of the military or demoted, he joins the elite Echelon force. He calls Cougar a traitor for supporting the Syndicate, even though he himself is serving the tyrant who wronged him. In spite of this, Cougar still considers Ryuho to be a good man, who sometimes lets his authority cloud his sense of true justice.
Ryuho seems to have a rivalry with Kazuma, although their history is as yet unknown. Also his former HOLY subordinate Scheris Adjani had a thing for him, which may or may not have ever come to anything.
Chapter Guide

Cougar explains to the rescued Cille that he never expected her to be in so much danger after being taken in by Ryuho, who has always been protective of innocent civilians.
