Altered standard effect rule values

- This rule modifies Standard Effect Rule, Hero System Fifth Edition Revised page(s) 104.
The values of partial dice using the Standard Effect Rule are as follows:
- ½d6 counts as 2 points of effect.
- +1 pip counts as +1 point of effect.
- -1 pip counts as -1 point of effect.
For effects that count the BODY of the dice rather than the face value, each of these partial dice counts as +0 BODY of effect using the Standard Effect Rule.
