Splits off during the events of 2.04 "The Girl In the Fireplace".
Eight years have passed for Rose since her Doctor (Ten, Alt 4) left her and Mickey on the spaceship to save Reinette from the clockwork androids.
Rose took Mickey back in the TARDIS, activated Emergency Program One and returned to Earth. There, she ended up working for Torchwood and eventually running her own unit. The TARDIS sat in her flat, kept safe in the hope that the Doctor will eventually return to claim it... but Rose had been waiting for eight years and her hope was beginning to fade... and then one morning she found a strange device on her bedside table...

Personality
This Rose is, as she puts it, "old enough to know better", but has the bad habit of going with it anyway, in spite of knowing better. She blames this on her time with the Doctor. She's almost thirty and has been a soldier in the ongoing war against the darkness ever since she realised that the Doctor was stuck in the past. In the Christmas before they parted, she had concluded that, in his absence, "someone's got to be the Doctor," and, once again, it fell to her.
Rose has been running Torchwood Four in Manchester and doing what she can with what the Doctor taught her to keep the world safe.
She's still Rose, still caring and warm and emotional, but there's a little of Torchwood-era Jack to her personality. She drinks a little more than she should, smokes when she's stressed and has been known to frequent bars for the sole purpose of hooking up with unknowing strangers. She's been alone for a long time and is extremely self-contained -- but underneath it all, quite lonely.
She's spent years wrestling with her feelings for both versions of the Doctor, and -- prior to the game timeline -- had never really forgiven him for abandoning her for Reinette.
