BE IT RESOLVED BY THE PARLIAMENT OF LIBERALIA

Section I: Citizenship Act - Clause 1. Every citizen in each nation in the region of Liberalia hereby has two citizenships, a national citizenship and a Liberalian citizenship. If one nation leaves the region, then their population's citizenship in Liberalia will be revoked. - Clause 2. Each citizen's national citizenship's obligations will be held in higher regard than their Liberalian citizenship, unless their home nation is deemed "unfit to govern their citizens", in which case their Liberalian citizenship is deemed by the region as their only citizenship. - Clause 3. The citizens of each nation are entitled to an equal citizenship, and their home nations' governments must protect this entitlement. This entitlement cannot be revoked from any citizen unless that citizen consents to it, in which case they will no longer be a citizen of that nation, but they will retain their Liberalian citizenship.

Section II: Equal Rights Act - Clause 1. No citizen shall be denied citizenship to their home nation or Liberalia on any grounds whatsoever. - Clause 2. Discrimination will not be tolerated by their home nation or Liberalia on any grounds whatsoever, wether it be legally or in practice. - Clause 3. The rights and responsibilities of every Liberalian citizen are to be acknowledged as part of the common citizenship required by Liberalia in "Section I, Clause 3" in this document. No citizen can be denied any rights unless that right is such a matter of national or Liberalian security that it can only be a right to certain citizens.

Section III: National Law Interpretation Act Clause 1. All laws in Liberalia are subject to a national level interpretation, but no nation may veto a law at the national level; it must be repealed at the regional level.

Section IV: Charter of Rights of the Citizens of Liberalia Act - Preface. There are rights which every citizen is entitled to in the region of Liberalia. These are those rights, and can be limited in accordance to popular law and unwritten regulation. - Clause 1. All citizens have the right to speak, express, read, think, write, publish, congregate, profess faith, practice faith, and preach faith freely. - Clause 2. All citizens have the right to a free education. - Clause 3. All citizens have the right to a free healthcare service. - Clause 4. All citizens have the right to vote from the age of eighteen. - Clause 5. All citizens have the right to a marriage and the right to found a family. - Clause 6. All citizens have the right to a fair, impartial trial before a jury of peers. - Clause 7. All citizens have the right to a minimum wage to be set by the government. - Clause 8. All citizens have the right to property. - Clause 9. All citizens have the protection from cruel, unusual punishment or torture. - Clause 10. All citizens have the protection from any form of forced, unpaid labour unless incarcerated.
