The article seemed to be against building along the coastline. In the last statement it says that by the year 2010 it is predicted to be a population of 127 million along the coastal areas. The government is allowing people to build huge houses, let them get blown away, handing out the money to let another one be built only for the next storm to distroy. The article points out that people will always want to live near the coast and that attitude will not change if the government keeps paying them money everytime a storm comes. The coastline is to close to sea level to build along because it is inevitable that a storm will hit somewhere every year. It is also not fair to the tax payers that live in other areas to keep paying their taxes for these new homes to be built, it is also as if other tax payers are being punished for the coastal imhibitants.

It seems to me this article did not have a specific point of view it was just stating the facts, China wants to invest in obtaining more sources of Energy for its booming Economical growth. They are interested in oil and gas, they feel that withought these two in greater abundance their population can not further prosper and grow. However, if China starts obtaining all of the oil then there will be a struggle for other countries to get their oil, which would cost the prices to rise. Ultimatly China has a fast growing economy and if they want it they will get it. As with every country in order to grow you will need more resources.
