Able to Buy from Blacksmith
Detailed Walk-through:
To Buy armor from "An Enchanting Blacksmith" at the Fort, you will need to do her quest. Say: Work, Enchanted Hammer, Stolen, Nirath Ganry, Employ, Retrieve, Yes.
Now go to Nirath Ganry and Kill him. When you do so, return to the Blacksmith and she will sell you items.
