Appearance

Baxter is a Jenny. He has the blue hair and brown eyes combination shared by the women of his clan, even if his hair is a more vibrant shade than the blue typically found among the women. Any other resemblance he has to the Jenny women is fleeting; his facial features are more masculine than the typical Jenny features and he is, of course, male, which is a huge tip-off to the fact that he's not quite a true Jenny.

He stands a quite unimpressive 5'2", and even in his police uniform he is completely unimposing. He's small, both height and frame, and even a growlithe and a snazzy blue uniform won't cover that up. The way he carries himself shows a lack of conviction, like he never quite knows exactly what he's doing. He seems nervous or uncertain and this is something that just having a police pistol at his side won't fix.

Personality

Baxter is accustomed to being overlooked. He's used to getting the short end of the stick and it shows. Disappointments are met with only a sigh and a quiet acceptance, and successes are met with ecstatic disbelief. He's the sort of person who's used to never getting his way, never being recognized for anything, and never being listened to. He's easy to boss around, just because he's so accustomed to it, and very very bad at doing any sort of bossing of his own.

Despite being so passive and seemingly uncertain of himself, Baxter is full of determination! He's stubbornly persistent, if nothing else. He's actually very afraid of danger and knows, somewhere deep in the back of his mind, that being a cop is the worst possible career choice for him, but he is so determined to be an excellent cop that he will not admit this to himself. The end result is something like ramming repeatedly into a brick wall.

History

The moment Baxter's family discovered that their new addition was not another prized Jenny family female, his fate was sealed. He could never be Good Enough. His childhood was spent in constant competition with two older sisters, both of whom were extremely adept at anything they put their minds to. Baxter, far from incompetent, was nonetheless ignored in favour of his sisters' triumphs. No matter what he did, he was overshadowed by the fact that the girls in his family were just Better Than Him.

This unfortunate circumstance imbued in him the dire need to prove himself. He worked hard in school, trained, studied, anything to try and prove to the Jenny family that he was actually worthy of the Jenny name. Sadly, none of it quite seemed to work. He'd just get a customary pat on the head and a, "That's nice, Baxter," compared to his sisters' standing ovations. He could've cured cancer and all he would've gotten was a bored, "That's nice."

But he wouldn't give up. He was determined. His eighteenth birthday was celebrated by joining the police force. If he could make it as a cop, surely he would prove himself as a male Jenny. Sadly, Baxter didn't count on one very vital thing:

He sucked at being authoritative. An entire life spent as the overshadowed black sheep of the family left him mousy and unable to cast any sort of imposing figure. So far, he's only managed to prove himself as a rather mediocre police officer, but he's determined to keep trying until his family realizes that he's Just As Good as his sisters.

He served for a couple of years in his hometown of Vermilion, but has recently been relocated to a post in Saffron, mostly to get him out of his immediate family's hair at the post in Vermilion.
