- | There are lots of questions that are going begging as we debate the efficacy of the helmet. This ordinance should fail of its own weight. Fighting over the value of a helmet in a crash is not going to get us much of anywhere. Everyone will point at the statement by Bruce Todd's doctor and blow off the rest of the argument.
