this information needs some work and dates. I've tried to be objective based on emails I've read.

  • Doug Ballew (currently City of Austin, Health & Human Services) was doing some kind of safe-cycling project for kids.
  • He and his colleagues proposed a kids-only helmet law (to receive federal funding?)
  • They met privately with the City Council, who then passed the law as an Emergency Measure (i.e. before anyone knew about it) and ammended it to cover all ages.
